What you need to know
This step is only for applications on the standard pathway. In this step, PASC considers:
- whether the PICO confirmation accurately captures the PICO of your service or technology
- any consultation input on the PICO and application
- the pre-PASC response you provided in the previous step.
This occurs at a PASC meeting, on the meeting date you agreed to. PASC encourages applicants to attend its meetings, to get a better understanding of how it forms its advice.

The attendees of the PASC meeting are:
- the PASC members
- any experts invited by PASC
- officers from the Department of Health and Aged Care, such as:
- officers from the relevant policy area
- our secretariat, including health technology assessment (HTA) and medical advisers
- the HTA group that developed the PICO confirmation
- up to 5 of your representatives (if you choose to attend).
What you need to do
1. Understand the meeting rules
If you decide to attend, you should be aware that you and your representatives:
- can attend for your application only – not for the whole meeting
- can only attend virtually
- cannot record any part of the meeting.
The PASC Chair may ask you to leave the discussion at any time. PASC members may discuss your application without you present.
2. Respond to the meeting invitation
Our secretariat will invite you to the PASC meeting. If you decide to attend, let our secretariat know who will be attending. You can have up to 5 people attend PASC in total. They should include:
- up to 3 applicant representatives
- up to 2 clinical or other expert representatives.
A representative can make a presentation of up to 3 minutes to introduce your application. This may include a brief electronic presentation about the application.
3. Sign confidentiality or conflict of interest forms
At least one week before the PASC meeting:
- all your representatives must provide a signed deed of confidentiality
- clinical and other expert representatives must also provide a conflict of interest declaration.
4. Attend the meeting
At the meeting, comply with the meeting rules.
Outcome and next steps
PASC will advise the outcome of their consideration at the meeting. There are 3 possible outcomes:
- Application proceeds – Your application will proceed if the PICO confirmation is found to be accurate. In the next step, PASC will ratify the PICO confirmation.
- More information is needed – If the PICO confirmation needs more information, PASC will need to consider your application further. This outcome is uncommon. Our secretariat will contact you about next steps, including whether there will be further consultation on the PICO.
- Application cannot proceed – This outcome will only happen if there are serious concerns about the application. The PASC members will explain their concerns and decision at the meeting.
